NOTICE OF PROPOSED VARIANCE The Board of Directors of the Piedmont Triad
Airport Authority ("PTAA"), acting as its Watershed Review Board, will hold
a public hearing on a proposal by the Executive Director of the PTAA for
a variance (the "Proposed Variance") from the stream buffer requirement in
Section 7 of the PTAA's Water Supply Watershed Management and Protection
Rules. The hearing will be held at the following time and place: June 18,
2002, 3:30 p.m. Stanley Frank Board Room Piedmont Triad International Airport
6415 Bryan Boulevard Greensboro, N.C. After hearing the proposal and public
comments, the Watershed Review Board may act on the Proposed Variance. The
Proposed Variance applies to the site at the Piedmont Triad International
Airport where the proposed Federal Express regional sorting and distribution
facility is proposed to be constructed (the "FedEx Development Site"). The
Proposed Variance is to allow development in the buffers adjacent to certain
stream segments within the FedEx Development Site totaling approximately
5,149 linear feet. The Proposed Variance and related documents may be reviewed
prior to the hearing, Monday through Friday, from 9:00 a.m. to 4:00 p.m.,
at the administrative offices of PTAA at the Piedmont Triad International
Airport, 6415 Bryan Boulevard, Guilford County, N.C. The time allowed for
each speaker at the hearing may be limited according to the PTAA's Water
Supply Watershed Management and Protection Rules. In addition to an opportunity
to provide oral comment at the hearing, interested persons may submit written
comments to the Watershed Review Board provided such comments are received
by 5:00 p.m., June 17, 2002. Written comments may be hand-delivered to the
PTAA offices at the address set forth above or mailed to Mickie L. Elmore,

Notice that the PTIAA's Board of Directors are acting as the "Review Board." Don't be surprised if they pass this thing without making any changes favorable to the public interest. If they follow their usual pattern, they will pay only lip service to any concerns we may raise. Still, it's important for us to get your comments on the record.
